It is a short film depicting a real big issue of Kathmandu, Nepal. Specially of the area where this film was shooted near Bagmati river downside of the bridge, an area where Bhutanese refugees live. One of the most important rivers in terms of religious value has become really polluted due to various activities done by the citizens here. There is only one tap nearby. So Most People are forced to drink or use the polluted water & are being caught by & spreading different diseases.
This film is simply showing in a very satiric way how people live in this part of the world. It is comparing a person living "under the bridge" with a person who lives "above the bridge"(whole Kathmandu citizens) in terms of using water as for one its so hard to get enough water just for drinking purposes as for another he simply takes it for granted.
